Approve a DIR Contract No. DIR-TEX-AN-NG-CTSA-005 purchase for cell phone equipment and service from AT&T.
BACKGROUND
A new DIR cooperative contract has been issued for AT&T Cell phones and services. The new contract provides an opportunity for the cell phone equipment to be upgraded at no cost and the service plans to be reduced into two types. A $47.99 plan that adds 500 minutes per plan to the pool of minutes that every one that has a county phone can use and a $34.99 plan that add no minutes. The plan distribution is a one for one – for each $47.99 plan, a $34.99 plan can be added. The plan distribution has been assigned to each department to minimize the department cost. The net impact is the County is an annual saving of $12.36. The service plans provide the following: • hot spots at no additional charge and no cap on data • text is provided at no charge • Email at no charge – mug shots, criminal history, tickets can be email to law enforcement staff and Public Works staff can take pictures of equipment/structures that need repairs and email them to Administration. • The hot spot function will reduce the number of air cards used by departments (7 cards to be replaced). The air cards in the Law Enforcement vehicles would continue to be needed. • During an emergency, the Reverse Alert will be available to County staff that currently have flip phone after converting them to the new cell phone equipment. Also the hot spots can be used to connect to the internet at remote locations. The new equipment at no cost is a LG G4 cell phone. The otter box case for the phone retails at $21.99 each and will be an additional cost for those who choice to get one.
DISCUSSION
The AT&T equipment and service annual cost of $106,546.32 will be paid by the user Department Budgets.
