Civil rights resolution and policies for the Ranch colonia TDA project

Adopt a resolution, per Texas Department of Agriculture Contract No. 7215115 requirements, adopting the following policies and procedures related to the Ranch colonia project: (1) Citizen Participation Plan (2) Section 3 Housing Policy (3) Excessive Force Policy (4) Section 504 Rehabilitation Act Policy and Grievance Procedures and (5) Fair Housing Policy.
The goal of the Texas Community Development Block Grant Program (TxCDBG) is to develop viable communities by providing decent housing and a suitable living environment, as well as expanding economic opportunities, especially for persons of low-to-moderate income. The Colonia Fund: Construction allows for the following activities: assessments for public improvements, water system improvements, drainage improvements, wastewater improvements, road/street improvements, and housing rehabilitation.
On January 6, 2016, the Commissioners Court executed an agreement between Texas Department of Agriculture and the County for water system improvements for the Ranch colonia.

The Texas Department of Agriculture requires the County to demonstrate compliance with all state and federal requirements to ensure equal opportunity and access to all benefits derived from the TxCDBG program. To assist with compliance of these regulations, TxCDBG prepared a sample resolution and sample documents for grantees to use, which we have now used to prepare the resolution and related documents attached to this agenda item.

There is no fiscal impact related to this agenda item. The grant award amount remains the same.
