RECOMMENDATION
Discuss and consider acceptance of a grant award and execution of related contract documents for the Texas Parks and Wildlife Department (TPWD) – Local Land and Water Conservation Fund for Nueces County LyondellBasell Park (Project No. 48-001124).
BACKGROUND
Texas Parks and Wildlife Department acts as a silent partner in hundreds of communities across the state through its grant, assistance, education, and outreach programs. From the largest metroplex to the smallest rural community these programs help to build new parks, conserve natural resources, preserve historical sites, provide access to water bodies, develop educational programs for youth, and much more.

The grant program provides 50% matching grant funds to municipalities, counties, MUDs and other local units of government with a population less than 500,000 to acquire and develop parkland or to renovate existing public recreation areas. Projects must be completed within three years of approval. Award notifications occur 6 months after the deadlines.

DISCUSSION
Commissioner Mike Pusley, Precinct 1, has been working with the Community Services and Inland Parks on the expansion and recreational improvements of Lyondell Park. The purpose the proposed project at Lyondell Park is to create premier opportunities for outdoor recreation and educational outreach.

The awarded project improvements in this contract (which part of the overall LyondellBasell complex design) include, basketball ½ court, a children’s playground, a walking trail, workout stations, picnic tables with barbeque grills, xeriscape garden with benches, nature area with interpretive signage and drip irrigation, and adjoining walkways.

This program provides 50/50 matching grants based on a reimbursement process. The grant award is $100,000 with a County 13.9 acre donation ($100,000 value) land match for a total project of $200,000.
