Acceptance of a grant award from the Governor’s Criminal Justice Division for funding for the Nueces County Drug/DWI Court

Discuss and consider acceptance of a grant award from the Governor’s Criminal Justice Division for funding for the Nueces County Drug/DWI Court.
The Criminal Justice Division (CJD) of the Governor’s Office is soliciting competitive applications for projects that support eligible drug court programs. The purpose of the Drug Court Program is to support drug courts that incorporate several characteristics such as treatment and rehabilitative services, identification and placement of eligible participants in the program, and monitoring through weekly alcohol/drug testing. Article 102.0178 of the Texas Code of Criminal Procedure establishes state funding for this purpose and designates CJD as the administering agency.
Nueces County has previously received funding through this grant opportunity for the past five consecutive years. On April 16, 2009, Commissioners Court accepted the FY2009 grant award in the amount of $40,000 that was used to cover half of the magistrate judges’ salaries. On October 28, 2009, Commissioners Court accepted the FY2010 grant award in the amount of $44,000 for the purchase of SCRAM units (Secure Continuous Remote Alcohol Monitoring) and specialized court software called TRI-CEP. On November 17, 2010, the FY2011 award was accepted in the amount of $53,000 to continue use of the SCRAM units and assist with costs associated with counseling and treatment services for the participants in the program. On October 12, 2011, the FY2012 grant award in the amount of $53,000 was accepted for continued use of the SCRAM units, counseling/treatment services, and software maintenance fees. On October 10, 2012, the Court accepted a $63,600 grant award for FY2013.
On February 13, 2013, the Nueces County Commissioners Court authorized the submittal of an application for the FY2014 grant opportunity in order to continue use of the SCRAM units (Secure Continuous Remote Alcohol Monitoring) that were funded in the FY2010, FY2011, FY2012, and FY2013 grant awards. The grant application also included a request to continue and provide for additional funding for counseling and treatment services for the participants in the program as well as to cover the annual maintenance fees related to the TRI-CEP court software which was purchased with FY2010 grant funds and maintained with FY2011, FY2012, and FY2013 funds.
The grant application was submitted through CJD’s eGrants system and would be accepted electronically through eGrants also. The total grant award is $63,600 with no cash match required.
