CDBG-DR Citizen Participation Plan

Adopt a resolution, per Texas General Land Office Community Development Block Grant Disaster Recovery (CDBG-DR) requirements, adopting a citizen participation plan and grievance procedures for the CDBG-DR fund
On October 29, 2018, Nueces County was notified by the Texas General Land Office of available funding through their Community Development Block Grant – Disaster Recovery (CDBG-DR) program. The CDBG-DR funds are being provided by the U.S. Department of Housing and Urban Development (HUD) for recovery from Hurricane Harvey.
The County plans to submit several applications for county road improvements and other related projects. The applications will be discussed during the public hearing portion of the agenda.
If we receive a grant award under the CDBG-DR program, it could only be awarded if the County certifies that it is following a detailed citizen participation plan that provides for and encourages citizen participation at all stages of the disaster recovery program. The County will have to certify on the final application that it has and will comply with the requirements of the Citizen Participation Plan as stated in the application guide. Using the guide, the Grants Administration Department has drafted a citizen participation plan and grievance procedures document for Commissioners Court approval.
