RECOMMENDATION
Discuss and consider the acceptance of a grant award from the Texas Division of Emergency Management for the Federal Emergency Management Agency’s Hazard Mitigation Grant Program DR-4029-013.
BACKGROUND
The Hazard Mitigation Grant Program (HMGP) is funded by the Federal Emergency Management Agency (FEMA) and administered by the state of Texas. The HMGP is not a disaster relief program for individual disaster victims or a recovery program that funds repairs to public property damaged during a disaster. The HMGP can fund mitigation measures that protect both public and private property, so long as the measures fit within the overall mitigation strategy for the disaster area, are cost effective, and comply with all Federal and State program guidelines.
DISCUSSION
On September 28, 2011, the Commissioners Court approved the submission of a Notice of Interest to apply for the HMGP grant. On October 24, 2011, the County received notice that the project proposed in the Notice of Interest was “likely” to be funded and the County was invited to submit a full application. On January 4, 2012, the Commissioners Court approved the application for submission.

The project intends to harden critical facilities susceptible to wind storm damages that are essential to the continuation of critical government services and emergency operations. The facilities identified for the installation of permanent or semi-permanent window protection include the Emergency Operations Center, Richard M. Borchard Regional Fairgrounds Conference Center and the Keach Family Library.

FEMA will provide federal funds up to 75% of the cost of appropriate hazard mitigation projects. The County must contribute at least 25% using either in-kind or cash match. The total project will be $221,651; $166,238 in federal funds with a $55,413 required cash match.
