FY2013 HIDTA Supplemental Award

Discuss and consider authorizing execution of Supplement No. 1 to Grant Agreement No. G13HN0007A with the Office of National Drug Control Policy for the High Intensity Drug Trafficking Area (HIDTA)/Texas Coastal Corridor Initiative.
For the past 13 years, Nueces County has collaborated with the Drug Enforcement Administration, as well as with other agencies, to target, investigate and prosecute individuals involved in the operation, direction, or financing of high level illegal drugs and large scale money laundering organizations.
On March 27, 2013, the Commissioners Court approved Grant Agreement No. G13HN0007A and Grant Conditions for the High Intensity Drug Trafficking Area (HIDTA)/Texas Coastal Corridor Initiative. At that time, the grant award was $40,149 which was only 48% of the amount listed in the budget of $83,644.
In Court, it was explained that the remaining 52% of the grant award may be awarded at a later date. The County has now been awarded the remaining grant amount of $43,495, making the total grant award $83,644. There is no cash match required for this grant.
An agreement has been outlined whereby Nueces County will receive reimbursement by the Office of National Drug Control Policy for one secretary salary and benefits and overtime for three officers assigned to the task force as well as lease vehicles. Mechanisms have been established to track and request reimbursement through county policies and Auditor’s procedures and recommendations.
