RECOMMENDATION
Discuss and consider authorizing the submission of a grant application for the Texas Veterans Commission Fund for Veterans’ Assistance Grant Program.
BACKGROUND
The Texas Veterans Commission (TVC) has a Fund for Veterans’ Assistance (FVA) grant program. The Texas Legislature created the FVA to provide grants to address the needs of veterans, their families, and survivors and to enhance veterans’ assistance programs, including veterans’ representation and counseling. The FVA receives funding from generous individual and corporation donations, the Texas Veteran’s lottery scratch-off game, directed contributions from the State Employee Charitable Campaign, and donations from motor vehicle registrations.

On February 1, 2012, the Commissioners Court accepted a grant award from the Fund for Veterans’ Assistance in the amount of $150,000. The objective of the grant project was to provide limited emergency assistance for veterans and their families. The current grant project is a collaboration of several County departments: Human Services, Veterans Services, and Grants Administration.

DISCUSSION
The Texas Veterans Commission announced that applications are being accepted once again for the Fund for Veterans’ Assistance grant program. Previous grantees are encouraged to apply for continued funding for the current program. Therefore, the grant application for the new round of funding will be based on how the program is currently operating.

The Nueces County Veterans’ Assistance Program provides emergency financial assistance to eligible Nueces County veterans, their dependents, and surviving spouses. Emergency assistance includes basic life needs such as mortgage/rent, utilities (water, gas, electricity), food, and transportation. Initial eligibility is determined at the Veterans Services Department. If the minimum eligibility requirements are met, the application will then be referred to the Human Services Department for final approval. The Human Services Department will then move forward with the purchase order process to either pay the bill for utilities and/or rent or issue a voucher for food/transportation. Each applicant will be allowed to apply for a total of $1,000 of financial assistance within the one-year grant period.

Grant applications are due no later than Thursday, February 28th. The grant, if awarded, will begin on July 1, 2013 and end on June 30, 2014.

The amount requested in this grant application totals $97,300. There is no cash match required for this grant. TVC funds FVA grants on a cost reimbursement basis with 10% of the grant award issued at the time the Grant Agreement is executed.
