Acceptance of a Notice of Financial Assistance Award

Discuss and consider acceptance of a Notice of Financial Assistance Award from U.S. Fish and Wildlife Service for the Fairgrounds and Upper Oso Drainage Control Project, as part of the Coastal Impact Assistance Program (CIAP) grant program.
The Coastal Impact Assistance Program (CIAP) is intended to assist coastal states and coastal political subdivisions within those states that have either supported or been impacted in some measure, directly or indirectly, from Outer Continental Shelf (OCS) oil and gas exploration and development activities. CIAP is funded with federal royalties generated from offshore oil and gas leases. The CIAP program was authorized by the Energy Policy Act of 2005. Two hundred and fifty million dollars will be divided annually from fiscal years 2007 through 2010 among the coastal states of Alabama, Alaska, California, Louisiana, Mississippi and Texas.
The goal of the Fairgrounds and Upper Oso Drainage Control project was to construct a stormwater detention pond system and drainage ways, which serve as natural water quality control and for wetland creation reducing non-point sources into the Oso Creek-Oso Bay watershed.
This project has already been completed and these activities will be reimbursed to the County from the CIAP funds, as is allowed by the grantor. The total amount of the grant award is $500,000 and there is no match required. This project was included as part of the 2007 CIAP grant allocation projects.
