RECOMMENDATION
Discuss and consider adoption of a resolution authorizing the submission of a grant application to the Texas Department of Agriculture for the Texas Community Development Block Grant Program (TxCDBG) 2013-2014 Colonia Fund: Construction (CFC).
BACKGROUND
The goal of the Texas Community Development Block Grant Program (TxCDBG) is to develop viable communities by providing decent housing and a suitable living environment, as well as expanding economic opportunities, especially for persons of low-to-moderate income. The Colonia Fund: Construction allows for the following activities: assessments for public improvements, water system improvements, drainage improvements, wastewater improvements, road/street improvements, and housing rehabilitation.

DISCUSSION
The proposed project for this application cycle involves the Cindy Park I, Cindy Park II, and possibly The Ranch colonia subdivisions, located in western Nueces County near Banquete. The residents currently rely on well water. While some have their own private wells that are not subject to oversight from the Texas Commission on Environmental Quality (TCEQ), other residents are on a public well system ran by the Cyndie Park II Water Supply Corporation, which is subject to TCEQ monitoring. Recently, water studies have found that the public well contained levels of arsenic that were higher than federally-approved standards. Lack of chlorination of the water is also a great concern since the process is known to decrease the risk of contracting waterborne diseases.

Under this proposed project, a new water well will be drilled and distribution lines will be installed. Residents will be given an opportunity to tie into the new well, if they so wish, at no cost to them since the project is designed to assist those with low-to-moderate incomes. Proper filters and water treatment measures will be put into place to ensure the residents are receiving safe drinking water.

The maximum contract amount is $500,000 and the grant program requires no cash match.
