RECOMMENDATION
Discuss and consider execution of a resolution authorizing the submission of a grant application for the Texas Department of Agriculture, Texans Feeding Texans: Home Delivered Meal Grant Program; and adopt a resolution in support of the City of Corpus Christi’s participation in the program.
BACKGROUND
In accordance with Texas Agriculture Code, §12.042, as enacted by House Bill 407, and House Bill 1, 80th Legislature, Regular Session 2007, the state legislature has appropriated funding to the Texas Department of Agriculture (TDA) for distribution, pursuant to the Texans Feeding Texans: Home-Delivered Meal Grant Program (HDMGP), to governmental agencies or qualifying non-profit organizations that deliver meals to homebound persons that are elderly and/or have a disability.

DISCUSSION
This grant program strives to award funds to supplement and extend existing services related directly to delivery of meals to Homebound Elderly persons and Homebound persons with a Disability, through the Home-Delivered Meal Grant Program; and establishes the requirements for related nutritional standards, recordkeeping and documentation related to the Program.

The City of Corpus Christi is also applying for the grant this year, which will also require a resolution by the Commissioners Court. Since the law was written to have all counties approve resolutions for any of the providers throughout the County, the City of Corpus Christi Senior Community Services respectfully requests Commissioners Court’s approval to apply. The deadline for all application components is November 1, 2012.

The application amount is $12,458.00 and there is no match required for this program. Award is based on the number of meals served to elderly and disabled persons living in Nueces County multiplied by the maximum allowable for reimbursement of $0.25 per meal. The funds come directly from the Texas Department of Agriculture to the County and the City, respectively.
