RECOMMENDATION
Accept the award and executed agreement with Texas Sealife Center for RFP 3067-18 Develop and Operate a Wildlife Rescue & Rehabilitation Facility at the Rescue Center at Packery Channel Nature Preserve Park as approved by the Nueces County Board of Park Commissioners for the Coastal Parks Department.
BACKGROUND
This project creates an opportunity for a not-for-profit third party to operate a wildlife rescue and rehabilitation facility at the existing Rescue Center located at the Packery Channel Nature Preserve Park. The project will also involve utilizing the Rescue Center for environmental/conservation education purposes. The third party will operate the environmental education/ecotourism component of the project independent of the Nueces County Coastal Parks Department. This visitor destination site will also integrate with the theme of the existing Packery Channel Nature Preserve Park. The wildlife rescue and rehabilitation facility will provide emergency care and serve as a temporary holding facility until the animal(s) can be transported to facilities such as, but not limited to, the Animal Rescues Keep (ARK) in Port Aransas, Texas, or the Texas State Aquarium. This facility will also provide long term care for a limited number of animals such as birds. The ARK and Texas State Aquarium currently function as state-of-the-art facilities for sea turtle, dolphin, and bird rescue and rehabilitation; however, these facilities have a limited scope relative to the long-term rehabilitation of some bird species. Therefore, the proposed Rescue Center facility will supplement the needs of these local wildlife rehabilitation facilities by providing long-term care that will focus on the rehabilitation and ultimate release of these birds. The term of the contract is for a five (5) year lease, commencing upon execution of a contract, with an option to renew for two (2) additional five (5) year terms if mutually acceptable to the Proposer and Park Commissioners.
