RECOMMENDATION
Accept the award and executed agreement with Southwest Key Programs, Inc. for RFP No. 3069-18 Juvenile Justice Alternative Education Program (JJAEP) as approved by the Juvenile Board for the Juvenile Department.
BACKGROUND
The purpose of this Request for Proposal (RFP) is to solicit proposals from organizations to satisfy the requirements of a Juvenile Justice Alternative Education Program as required under the Texas Education Code, Chapter 37. The Nueces County Juvenile Board is required to provide education to those students who have been expelled by any of the school districts within the County and who have been adjudicated as delinquent by a juvenile court. In addition, the court may order students who have been expelled and who are found to have undertaken Conduct Indicating a Need for Supervision (CINS) to attend the program. In the 2015/2016 school year, 45 students were expelled to the Nueces County JJAEP program. In the 2016/2017 school year, 44 students were expelled. It is unknown if this rate will increase or decrease in the following school years. The Juvenile Board has two goals for the Program: to educate the children; and to stop their delinquent conduct and misbehavior. With respect to the education of students, the Juvenile Board would like to make certain that the students improve and that they are able to reintegrate into the regular school once their term of expulsion expires. With regard to conduct, it is hoped that the student will successfully complete their probation and that they will not re-offend in the future. For the 2015/2016 school year, 6.6% of the Nueces County JJAEP students reoffended. For the 2016/2017 school year, 13.6% of its students reoffended. The term for this contract is for a three (3) year period, with the option to extend for an additional one (1) year. The renewal, if mutually acceptable to the Proposer and Juvenile Board, will not exceed one (1) additional year past the initial term. All rates proposed shall be guaranteed for the contract term.
DISCUSSION
Form 1295 Certificate No. 2018-346577 was provided. Service is paid from the departments regular budget.
