Discuss and award RFP No. 3037-17 Cafeteria 125 Plan.
BACKGROUND
Nueces County received proposals from qualified Proposers to do Plan Administrator of the Nueces County flexible employee benefit plan including maintain plan documents, enroll, monitor individual accounts, calculate plan year forfeitures, file annual IRS returns, plan and manage open enrollment fairs along with providing online enrollment services and provide debit card reimbursement payments for Nueces County Employees. Proposers will manage the billing, remittance and eligibility for all product lines (including voluntary products) offered or made available to County employees, i.e., Medical, Dental, Vision, Life, Long Term Disability, Short Term Disability, Medical Care Reimbursement, and Dependent Care Assistance Plan. Continuity of Coverage, all employees and dependents covered by the current plans are to receive immediate coverage under any new plan selected. Continuity of Coverage for current participants is to be on a “no loss-no gain basis” for all insurance coverages. The term of this contract is for an initial term of one (1) year with the option to renew. Each renewal, if mutually acceptable to the Proposer and Nueces County, will be in twelve (12) month increments, not to exceed three (3) years additional extensions past the initial term. The effective date for this contract is October 1, 2017. Award shall be on an “all or none” basis meaning the County shall award only one (1) contract for services requested in this RFP. If the rate would differ for the additional one (1) year terms, Proposers are encouraged to propose rates for one (1) year and for multiple years. All provisions of this Contract, except for term and price, shall remain unchanged and in full force and effect.
DISCUSSION
Seven proposals were received. The County has contracted with Bentek for a software license and service agreement for implementation of an Open Enrollment and Benefits Administration which interfaces with the SunGard system that the County currently uses. The Cafeteria administrator will receive information from the Bentek system.
