RECOMMENDATION
Authorize an ESC 19 Allied States Cooperative Contract No. 13-6937 purchase with Johnson Controls for controls upgrades to the HVAC system at the McKinzie Annex and Juvenile Justice Center.
BACKGROUND
1. Juvenile Detention’s HVAC system that incorporates the JCI energy efficiency features is currently controlled by an old BACNET (Building Automation Network) called “FX Controls”. The “Boss METASYS” sends orders to the subordinate “FX Controls” to perform. The main control engine (Boss) we have is METASYS. So there are many problems in communication between the main BACNET Controller “METASYS-Boss” and the “FX controls-Subordinate” like a language barrier. The result is the HVAC units “ordered by the subordinate “FX Controls” to perform in a certain manner don’t receive the orders and start acting sporadically; sometimes they listen to the orders from their boss (METASYS) and most times they don’t. This results in wasted energy, wasted manpower time, complaints, and having a less than desirable “Conditioned Air” (cold or hot air) in the office and habitable spaces. The easiest and most practicable solution is to replace the “FX Controls” (existing or current controls) with “METASYS” so that the communication between the “Boss” (Metasys”) and the “Subordinate -Newly installed METASYS by replacing the FX Controls” will be seamless because there will be no communications barrier. This is what is being proposed.
