RECOMMENDATION
Ratify the execution of a public assistance subaward #PA-06-TX-4223-PW-1535 (Nueces County Airport Buildings Alternate Project) from the Texas Division of Emergency Management (TDEM).
BACKGROUND
On May 29, 2015, a disaster was declared in certain Texas counties and assigned DR Number 4223 for damages sustained during the incident period of May 4, 2015 through June 19, 2015. As a result, the Federal Emergency Management Agency (FEMA) authorized funds under the Public Assistance Program. FEMA filters the funds through the Texas Division of Emergency Management (TDEM). The Public Assistance Program is a reimbursement program that provides funding to eligible applicants who have suffered damages as a result of a Presidential disaster declaration and whose damages are within a designated area for Public Assistance. Funding under this program is limited to repairing or replacing damaged items/facilities to their pre-disaster condition at the approved cost share. Additional funding may be provided once all other financial offsets have been exhausted (ex: insurance; cash donations; other grant awards).
DISCUSSION
Nueces County submitted several eligible projects to FEMA representatives. Originally, damages were assessed for the County’s airport administration building. However, after conducting a benefit/cost analysis related to this issue, it was determined that demolishing the building would be the most effective solution. Since utilizing funds for the airport building was no longer feasible, the County proposed an alternate project. Nueces County’s Public Outreach Campaign will serve to assist the community in planning and preparing for weather emergencies. The Nueces County Hurricane Preparedness Brochure will contain pertinent information, specific to our area, regarding preparation checklists, evacuation routes, and reentry instructions.

Subaward #PA-06-TX-4223-PW-1535 is in the amount of $3,320.79. The federal cost share amount (75%) is $2,490.59 and the County’s share amount (25%) is $830.20.
