RECOMMENDATION
Ratify the execution of Amendment Number 4 to the Reimbursement Contract for Governmental Entities with the Coastal Bend Bays and Estuaries Program for the Hazel Bazemore Park Ecological Enhancements Project, Phase II.
BACKGROUND
The Coastal Bend Bays and Estuaries Program (CBBEP) is a local non-profit 501(c)(3) organization dedicated to researching, restoring and protecting the bays and estuaries of the Texas Coastal Bend. The mission of the CBBEP is the implementation of the Coastal Bend Bays Plan, which is to protect and restore the health and productivity of the bays and estuaries while supporting continued economic growth and public use of the bays. The plan identifies specific actions that will benefit the bay system and the users of the bays and includes projects for which CBBEP provides grant funding.
DISCUSSION
On February 29, 2012, the Commissioners Court executed a Reimbursement Contract in the amount of $25,000 for Phase I of the Hazel Bazemore Park Ecological Enhancements Project. Phase I included the construction of a marsh overlook, improved ADA accessible access, and improvements to the interpretive and educational opportunities for visitors.

On December 18, 2013, the Commissioners Court executed a Reimbursement Contract in the amount of $57,000 for Phase II. Phase II will expand the park with a new nature trail component and improved open water habitat.

On November 6, 2014, the Commissioners Court executed Amendment Number 01 to extend the contract end date from October 31, 2014 to March 31, 2015. On April 1, 2015, Amendment Number 02 was executed by the Court to extend the contract end date to December 31, 2015. On December 2, 2015, Amendment Number 03 was executed by the Court to extend the term of the contract to March 31, 2016. The extensions were due to a delay in contracting for engineering services and due to permitting issues.

The contract has since expired and final invoices were sent to CBBEP. Amendment Number 4 modifies the contract’s budget to match actual expenditures. There is no fiscal impact related to this item. The grant award amount remains at $57,000 and the County should receive reimbursement on this project within the next couple of weeks.
