RECOMMENDATION
Discuss and consider the execution of Amendment No. 4 to Subrecipient Grant Agreement GLO Contract No. 14-094-000-7962 Coastal Management Program (CMP) Cycle 18 for the Hilltop Nature Park Enhancements.
BACKGROUND
On October 23, 2013, the Commissioners Court executed a Subrecipient Grant Agreement with the Texas General Land Office for the Coastal Management Program (CMP) Cycle 18 for the Hilltop Nature Park Enhancements. CMP 18 focuses on five primary issues of concern to coastal communities: coastal hazards, wetland protection, water quantity and water quality, dune protection, and shoreline access. Specifically, the CMP identifies coastal natural resource areas (CNRAs) and identifies uses or activities that may adversely affect those areas, and sets uniform policies to address those effects.

On March 18, 2015, the Commissioners Court executed Amendment No. 1 to extend the contract end date from March 31, 2015 to December 31, 2015. On November 18, 2015, the Commissioners Court executed Amendment No. 2 to extend the contract date to March 31, 2016. On February 24, 2016, the Commissioners Court executed Amendment No. 3 to extend the contract date to September 30, 2016.
DISCUSSION
Due to significant pricing changes from the time of application to the bidding process, the County found that the project could not be completed in its entirety with the grant funds that were currently available. An additional funding request was submitted to the GLO in November, 2015 and we were notified in December, 2015 that those funds may be available. The construction bid for this project was awarded and the County began negotiations on the contract pricing.

The original grant award amount from CMP was $60,000 with a required $40,000 in-kind County match. Amendment No. 4 revises the work plan and budget to add funding in the amount of $66,936.36 in CMP funds, with the County matching an additional $44,624.24 in in-kind services. CMP funds now are $126,936.36 with the County providing $84,624.24 in in-kind services for a total project cost not to exceed $211,560.60.

The contract end date remains at September 30, 2016.
