Approve amending the Nueces County Purchasing Policy and Procedures Manual to allow members of Commissioners Court access of proposed confidential information and incorporate disclosure requirements for local government under HB 23 and HB 1295.
On September 2, 2015 Commissioners Court considered amending the Purchasing Policies to allow members of Commissioners Court to have backup documents on an agenda item that are confidential and remain confidential until the award to the contract. House Bill 23 amended Local government Code Chapter 176 which includes the CIQ and CIS forms. The amendments took effect September 1, 2015. House Bill 1295 created Government Code Section 2252.908 and created Form 1295. This requirement took effect on January 1, 2016. The County upgraded the County Financial system to ONESolutions. All reference to Bi-Tech have been replaced.
Amendments are underlined for consideration to Chapters 3, 11, 14 and revised Exhibits 2, 3, 3a, 3b, 6, 21 are attached in the Purchasing Policy and Procedure Manual. Also all references to BI-Tech have been replaced with ONESolutions.
