Execute a finding for the method of procurement (request for competitive bids) for Hazel Bazemore Park Ravine Stabilization Rock Filter Dam Project; and authorize the Purchasing Agent to publish a notice.
Texas Commission on Environmental Quality (TCEQ) and Nueces County entered into a Voluntary Cleanup Program agreement in 2009. In execution of the agreement, Nueces County properly disposed of contaminant wastes such as tires and construction debris at TCEQ authorized disposal facilities, and demonstrated through soil and ground water sampling that all contaminant levels were below the Texas Risk Reduction Program (TRRP) established household thresholds. Subsequently, the TCEQ directed the County to develop a slope stabilization and Erosion control plan to stabilize the ravine slopes at the same time reinforcing and supporting the public road that is located adjacent to Ravine A. Govind Development LLC, designed and engineered a slope and soil stabilization plan for Ravine A located in Hazel Bazemore Park, Nueces County, Texas. The design complies with all applicable Federal, State and Local rules and regulations at the site, as well as establishes conditions of performance so that no intrusive work will be done at any time other than between December 15 and March 31 of contiguous years. The proposed project consists of installing granite baffles (for water flow energy dissipation), turf reinforcement mats and seeding for slope stabilization and erosion control. Granite slabs will be installed in a vertical orientation and embedded in cement stabilized sand for stability, safety and to minimize future maintenance. The granite baffles will be placed along the ravine to maximize energy dissipation and minimize erosion of the ravine bottom. Turf reinforcement mats will be placed along the ravine slopes where previous debris removal left areas with no vegetation. The mats will be installed in combination with hydro-mulch seeding to stabilize the ravine slopes. Irrigation will be provided with the temporary installation of soaker hoses. The contractor will be responsible for maintaining proper water saturation in the areas to be seeded until vegetation has achieved 75% growth/coverage. In areas to be seeded, any embedded tires that are obstructions to installation will be leveled (cut/trimmed) with minimal disturbance to the ravine slopes. The contractor selected for the work will sequence the construction in a step by step fashion to accomplish the design in the best practical and effective manner. This design will enhance the existing native ecology, protect endangered and protected plant and animal species, inhibit soil erosion, stabilize the slopes and improve the aesthetic quality in Ravine A.
