Interlocal Agreement for Emergency Managmenet Plan Update & Exercise

Discuss and consider execution of Interlocal Agreement with Coastal Bend Council of Governments to update portions of the Nueces County Emergency Management Plan and exercise planning.
The mission of the Nueces County Office of Emergency Management is to evaluate, understand, plan, and prepare for the unexpected while teaming actively with neighboring communities, departments, volunteer organizations, and the private sector. Additionally, this work includes educating and informing the community of issues and actions taken on their behalf, maintaining the County's all-hazard Emergency Management Plan and coordinating the activities of the County's Emergency Operations Center. Through active engagement with various community stakeholders, evaluation of actual occurrences, lessons learned from other communities and knowledge of existing and desired capabilities, our office has identified areas of required update within the Human Services and Donations Management Annexes of the Nueces County Emergency Management Plan. Additionally, our office recommends an exercise to fully evaluate the effectiveness of the existing plan and desires to revise the plan accordingly based on the after action review and improvement plan process. The purposes of these annexes are as follows: a. Human Services (Annex O)- The purpose of this annex is to make provisions for providing human services support to people who require food, clothing, mental health services, and victim’s compensation in the aftermath of an emergency. The services described in this annex may be needed in the aftermath of incidents of limited scale as well as major emergencies and disasters. b. Donations Management (Annex T)- The purpose of this annex is to outline the concept of operation, organizational arrangements, and responsibilities for coordinating the efforts of volunteer groups and local government to manage donations of goods and services that may occur in the aftermath of an emergency situation. In consultation with the Director of Human Services, our office recommends a thorough evaluation of these annexes, exercise to test their effectiveness and a revision based on identified areas of improvement from the exercise.
The fundamental responsibilities of the Nueces County Office of Emergency Management are hazard mitigation, disaster preparedness, emergency response, and disaster recovery. Subsequent to the straight-line winds and flooding which occurred May 4 thru June 29, 2015, approximately 3,000 citizens registered with FEMA for assistance throughout Nueces County. While the emergency response and mass care response was appropriate, additional assistance in providing long-term recovery for the FEMA registered citizens remains a challenge. Our office has identified annexes within the Nueces County Emergency Management Plan that relate to Human Services and Donations Management which require updating. Additionally, our office recommends an exercise to fully evaluate the effectiveness of the existing plan and desires to revise the plan accordingly based on the after action review and improvement plan process. Because of the number of personnel required to respond to these needs in a timely manner, our office is requesting additional assistance with this project through the Coastal Bend Council of Governments (CBCOG). The CBCOG will provide overall project supervision for temporary employees and project implementation while Nueces County Office of Emergency Management and Department of Human Services will provide overall project management, consultation, and exercise evaluation. The overall projected budget is not to exceed $25,000. Upon completion of the project, the exercise will identify the strengths and weakness of the current Human Services and Donations Management Annexes within the Nueces County Emergency Management Plan and revise identified areas as necessary. The project will also strengthen the relationships and establish formal agreements as appropriate with outside agencies to ensure an effective whole community response to a local disaster.
