Discuss and consider the acceptance of Amendment No. 2 to Grant No. F13AF00079 from U.S. Fish and Wildlife Service for the Fairgrounds and Upper Oso Drainage Control Phase II project, part of the Coastal Impact Assistance Program (CIAP) grant program.
The Coastal Impact Assistance Program (CIAP) is intended to assist coastal states and coastal political subdivisions within those states that have either supported or been impacted in some measure, directly or indirectly, from Outer Continental Shelf (OCS) oil and gas exploration and development activities. CIAP is funded with federal royalties generated from offshore oil and gas leases. The CIAP program was authorized by the Energy Policy Act of 2005. Two hundred and fifty million dollars will be divided annually from fiscal years 2007 through 2010 among the coastal states of Alabama, Alaska, California, Louisiana, Mississippi and Texas.
On December 12, 2012, the Commissioners Court accepted a grant award for the Fairgrounds and Upper Oso Drainage Control, Phase II project. The goal of the project is to continue improving the water quality in the Oso Creek watershed by improving and alleviating some of the most critical flooding areas in the northwest area of watershed that connect directly with Oso Bay.

An extension was requested because this project coincides with a Phase I project in which some elements overlap. This contract was set to expire in September 2015 along with the other contract for Phase I (Grant Number F12AF01327). Now that Phase I is complete, the County can now focus on finishing out all elements of Phase II. In addition, there were some slight delays due to the engineer’s need to coordinate with both the drainage district and the city of Robstown since the project is located within both jurisdictions.

Amendment #1 extended the grant period from December 31, 2014 to September 30, 2015. Amendment #2 extends the grant period to December 31, 2015.

There is no fiscal impact related to this agenda item. The total amount of the grant award remains at $427,014 with no match required.  To date, $425,067.50 has been drawn down, leaving a balance of only $1,946.50 which will be drawn down before the grant period end date.
