Rescind agreement with Vision Internet approved on July 23, 2014; authorize a purchase with Vision Internet under GSA schedule to modernize and upgrade the official Nueces County Website, which will include new navigation, web page design, new features and capabilities, and comply with the Americans with Disabilities Act; authorize a sole source purchase for VisionLiveTM subscription services.
An agreement was approved by the Commissioners Court on July 23, 2014 to redesign the website to include new features and capabilities. The County is in need of additional functions and support.

The Nueces County website has been available since 2003 and has approximately 300 web pages. The pages provide a means to access departmental information, agendas, video streaming of meetings, elections information, records, jury information, meeting schedules, budget information, fine and fee payments, voter registration, and phone book, as well as access several web based systems. The website was developed using HTML-4 which has been replaced by HTML-5 to include many advanced features that were not available when the original development was done.

In August of 2014 the Department of Justice reviewed the county website and determined that the website was not in compliance with WCAG 2.0 Level A and Level AA specifications. DOJ specified numerous requirements in order to provide the ADA capabilities, and ongoing evaluations to insure ADA improvements provide the best experience for the disabled and handicapped community.

Work that was included under the July 23rd agreement has not been initiated.
The current website does not provide adequate security for individuals browsing the site. The website uses outdated programming languages which can be accessed by hackers, and corporations that retrieve documents and web pages for their own use and databases. It also uses outdated programming tools and languages which do not provide a browsing experience that minimizes the mouse clicks necessary to access information. The newer programming tools provide more security and ease of access to sub menus within the site. These provide the capability to automatically display links using mouse-over techniques, and facilitate the process of navigating to the appropriate pages. The new design methods also provide the ability to display images and graphics that help describe the organizational highlights and points of interest to the viewer. Areas of interest might include such things as, county parks, court dockets, elections, how to contact elected officials, meeting schedules, and events. The website will also provide compatibility with the latest versions of browsers such as Internet Explorer 11, Fire Fox, Safari, and others, as well as the four prior versions of those software products.

The redesign and development of the current website will enhance the browsing experience for individuals, and allow information to be accessed quickly and easily. This will also enhance the overall security of the website to help prevent unauthorized users accessing or updating website information. This will also update the programming language and tools to current standards, and will facilitate the revision and updating of web pages. The management tool will allow departments to change their own content as needed and training to utilize the tools and features to manage, update, or add web pages to the current site.

The website development will provide compliance with the requirements of the American Disabilities Act and WCAG 2.0 Level A and meet specifications in the Department of Justice settlement agreement to tools necessary to create, implement, and maintain web pages that comply with the ADA standards.

In addition, VisionLiveTM subscription services will include hosting, maintenance, system upgrades, new components, free graphic design and unlimited support. The service will start after the Website development and implementation is completed.

The purchase for the website development, training and implementation is in the amount of $85,757.28 under GSA contract number GS-07-445AA.

The VisionLiveTM subscription is a sole source purchase and is based on a four-year plan. The first year’s rate is in the amount of $7,800 with a 5% annual increase. Project is to be paid from 2007 CO’s Website System Upgrade Project No. 19178005.
