Ratify the execution of Amendment No. 001 to an agreement with the University of Southern Mississippi in relation to the Sea Grant Program for the monitoring of Coastal boundary along Nueces County Beaches project.
The National Sea Grant College Program, administered by the National Oceanic and Atmospheric Administration (NOAA), is a federal/state partnership that matches NOAA Sea Grant expertise and resources with state academic institutions. The Mississippi-Alabama Sea Grant Consortium (MASGC), created in 1972, is one of 33 Sea Grant programs. The University of Southern Mississippi is a consortium member.
On August 6, 2014, the Commissioners Court executed an agreement with the University of Southern Mississippi for the Sea Grant funding opportunity. The project was titled “Monitoring Coastal Boundary Along Nueces County Beaches.” The purpose of the project is to document mean high tides and mean low tides within Nueces County. Assessing sea level rise by reevaluating these two lines will provide beneficial data and when coupled with the research, new comprehensive conservation strategies can be developed to mitigate habitat and property impacts.
The extension was requested due to the delay in receipt and execution of the fully executed agreement. Although the period of performance shows as beginning on April 1, 2014, the agreement was not fully executed until four (4) months later. Shortly thereafter, Nueces County subcontracted the work to Texas A&M University – Corpus Christi to complete the project.
The extension was requested to allow for the completion of the analysis and reporting associated with measurement of the AHT along the Nueces County beach shoreline. Note that the required data has been collected; however, the no-cost time extension will allow for completion of the associated analysis and white paper documentation of the survey.
The grant totals $33,750 and does not require a cash match. There is no fiscal impact related to this item. The original period of performance was scheduled to end on March 31, 2015; Amendment No. 001 extends the end date to September 30, 2015.
