IP Telephone System

Discuss and consider approval of the purchase of an IP Telephone system from Insight Public Sector for the courthouse.
The existing telephone system in the courthouse uses a Northern Telecom switch that was purchased approximately 25 years ago on the used equipment market. The switch is experiencing problems in handling the large number of in-bound calls to the county offices, and in many cases the calling person receives a busy signal. The Northern Telecom system is discontinued, and it is difficult to obtain repair parts, and cannot be expanded beyond the current capabilities.
Nueces County is considering alternatives to the Northern Telecom system, and the current technology involves what is called an IP Telephone system. The system uses the Internet Protocol (IP), and operates over the same Ethernet network that is used for the various information technology systems that support the departments.
The courthouse network has been upgraded within the past year to utilize high performance switches and 10 Gigabit fiber optics that provide the backbone for the systems. The preferred method of supporting an IP telephone system is to segment the network and establish Quality of Service (QoS) such that telephones have dedicated bandwidth, and priority to telephone services.
The proposal from Insight Public Sector provides a system that includes redundancy, portability, and advanced features that share the network connections to workstations. This reduces the need for separate wiring for each telephone set, and provides software that allows the telephone to be answered on the computer workstations, and also provides call logging and call back on recent calls, as well as voice messaging, call forwarding to cell phones, as well as many other features.
