Transfer of Funds to CBCOG for Coastal Bend Hurricane Conference

Approve transfer of $16,619.87 from Emergency Management Training Fund (1373) to the Coastal Bend Council of Governments (CBCOG) to assume the fiduciary responsibility for the Coastal Bend Hurricane Conference. The account (1373) will remain open to accommodate any misrouted payments for the conference at least through the remaining fiscal year. 
In 2011, Nueces County established the Coastal Bend Hurricane Conference in cooperation with the Coastal Bend Emergency Management Association (CBEMA).   The EM Training Fund (1373) was established in order to provide a mechanism to accept payments and pay for the expenses directly related to the conference.  The revenues are from attendee registration fees, sponsorships, and exhibitor fees.  They are used to purchase needed supplies, pay for the facility rental and associated costs, to provide food for attendees and all other expenses related to the event. The Office of Emergency Management works with a conference planning committee to establish an annual event budget and to obtain approval for all event expenditures. There are no Nueces County general funds used to support the conference. 

The Conference was originally intended to be a small (100-200 people) conference to bring together local stakeholders, under one roof, to learn from each other and share experiences. To date, the event has grown much larger than originally envisioned, with over 600 attendees from all over the Coastal Bend region, and beyond. This growth and broadening regional scope has placed a significant burden on the Office of Emergency Management to solely manage. In an effort to spread the workload across more partners and to ensure the event maintains its regional appeal, we feel it is in the best interest of Nueces County and the event, to move the fiduciary responsibility to the Coastal Bend Council of Governments (COG). 

The COG is a volunteer association of local governments, cities and counties, and other public and private entities, established under the authority of the State of Texas, to provide a cost-effective ways to plan, coordinate and implement regional projects and provide technical assistance within the region.  The COG’s Homeland Security/Emergency Management specialists have had a significant role in the planning and execution of this event from its inception and are committed to its continued success.
The Nueces County Office of Emergency Management will continue to Chair the Conference Planning Committee and support this growing event for as long as the event is hosted at a Nueces County facility.
