FY2015 Resources Sharing Agreement ( Texas Conference of Urban Counties)

Approve execution of the FY2015 Resource Sharing Addendum with the Texas Conference of Urban Counties which is effective from October 1, 2014 through December 31, 2015.
The Texas Conference of Urban Counties negotiated an agreement with the Tyler Technologies Corporation to provide case and jail management software to member counties of the CUC. In 2007, the Commissioners Court elected to use the Odyssey software, offered by Tyler Technologies, for the management of civil and criminal cases in the district, county, and JP courts.
The purpose in acquiring a case management system was to replace the systems that were developed in-house and used the now obsolete Hewlett-Packard 3000 mainframe. The original in-house systems were developed beginning in 1989 and have provided many years of service to the courts, jail, and District Attorney. Hewlett-Packard announced in 2008 that support for the HP3000 and associated software was being discontinued. Since 2009, support for the hardware and software has been provided by a third party company. The cost of rewriting the software using newer technology was not considered feasible due to the lack of programming staff, complexity, training, and lack of knowledge in newer programming methodologies.
The Odyssey case management for civil, mental health, probate, and JP cases have been implemented. The District Clerk, District Attorney, and the Information Technology Department are in the process of implementing the criminal and prosecutor modules with an expected completion of December 31, 2015.
The FY2015 Resource Sharing Agreement with the Texas Conference of Urban Counties provides for the annual licensing and software support services for the systems from Tyler Technologies.

The funds for FY 2015 have been budgeted within the Information Technology Department. These are recurring costs for software maintenance, contract administration by the Texas Conference of Urban Counties, and an allocation for training services from Tyler Tyler Technologies.
