RECOMMENDATION
Discuss and Award IFB No. 2973-14 Packery Channel Nature Preserve Park Habitat Restoration Enhancement Project.
BACKGROUND
The project consist of a Base bid and 9 additive bids.  The Base Bid is to provide all labor, excavation, fill materials, equipment, plant material, building supplies and incidentals required to prepare, install, and warrant the following:

Section 1=Two Acre Woodland Area; Prepare site, plant, monitor, maintain, and warrant for 1 year (from substantial completion).
Section 2=Drip Irrigation System for the Two Acre Woodland Area; install, monitor, maintain, and warrant for 1 year (from substantial completion).
Section 3=Three Bird Drip Stations and Water Lines within the Two Acre Woodland Area; construct, monitor, maintain, and warrant for 1 year (from substantial completion).
Section 4=Monitor, treat and/or remove Brazilian Pepper Trees and Guinea Grass within the Entire 38.02 Acre Park for 1 year post-planting (from substantial completion).

It is possible a two-phase planting schedule will be required based on plant availability and crop seasonality of selected plants. Ideally, all of the required planting for this project will be completed during the first phase. The first planting phase shall be performed before the 2015 hurricane season. The target months for this initial planting phase are March through May 2015. If the entire planting unit (i.e. live oak woodlands, palm grove woodlands, etc.) cannot be completed prior to the end of May, 2015, Contractor is not allowed to start on that unit. If a second planting phase is required, then a second planting effort must be conducted during the target months of October through December 2015.

The Additive Bids consisting of:

Additive #1 Monitor, Maintain, and Warrant the 2 Acre Woodland Planting Area, Drip Irrigation System, and Bird Drip Stations for an additional 1 year period: consists of providing all labor, excavation, fill materials, equipment, plant material, building supplies and incidentals required to prepare, install, and warrant the additive bid items in accordance with the drawings and specifications, complete in place.

Additive #2 Monitor, Treat, and/or Remove Brazilian Pepper Trees and Guinea Grass within the entire 38.02 Acre Park for an additional 1 year period: consists of providing all labor, excavation, fill materials, equipment, plant material, building supplies and incidentals required to prepare, install, and warrant the additive bid items in accordance with the drawings and specifications, complete in place.

Additive #3 Existing Hummingbird/Butterfly Garden Planters (2 Areas), prepare sites, plant, install drip irrigation, monitor, maintain, and warrant for a 1 year period: consists of providing all labor, excavation, fill materials, equipment, plant material, building supplies and incidentals required to prepare, install, and warrant the additive bid items in accordance with the drawings and specifications, complete in place.

Additive #4 Existing Concrete Planters at the Park Entrance (2 Areas), prepare sites, plant, install drip irrigation, monitor, maintain, and warrant for a 1 year period: consists of providing all labor, excavation, fill materials, equipment, plant material, building supplies and incidentals required to prepare, install, and warrant the additive bid items in accordance with the drawings and specifications, complete in place.

Additive #5 Planting Along the Parking Lot Fence Line (2 Areas), prepare sites, plant, install drip irrigation, monitor, maintain, and warrant for a 1 year period: consists of providing all labor, excavation, fill materials, equipment, plant material, building supplies and incidentals required to prepare, install, and warrant the additive bid items in accordance with the drawings and specifications, complete in place.

Additive #6 Monitor, Maintain, and Warrant Hummingbird/Butterfly Gardens and Drip Irrigation for an additional 1 year period: consists of providing all labor, excavation, fill materials, equipment, plant material, building supplies and incidentals required to prepare, install, and warrant the additive bid items in accordance with the drawings and specifications, complete in place.

Additive #7 Monitor, Maintain, and Warrant Concrete Planters and Drip Irrigation for an additional 1 year period: consists of providing all labor, excavation, fill materials, equipment, plant material, building supplies and incidentals required to prepare, install, and warrant the additive bid items in accordance with the drawings and specifications, complete in place.

Additive #8 Monitor, Maintain, and Warrant Plantings and Drip Irrigation Along Fence Line for an additional 1 year period: consists of providing all labor, excavation, fill materials, equipment, plant material, building supplies and incidentals required to prepare, install, and warrant the additive bid items in accordance with the drawings and specifications, complete in place.

Additive #9 Wildflower Planting (5 Areas), prepare sites, plant, monitor, maintain, and warrant for a 1 year period: consists of providing all labor, excavation, fill materials, equipment, plant material, building supplies and incidentals required to prepare, install, and warrant the additive bid items in accordance with the drawings and specifications, complete in place.
DISCUSSION
The money for the Packery Channel Nature Preserve Park Habitat Restoration Enhancement Project is coming from the Subrecipient Grant from the GLO that is part of the Coastal Impact Assistance Program (CIAP) grant program.
