CMP Cycle 17 Lyondell Contract Amendment #2

Discuss and consider the execution of Amendment No. 2 to Subrecipient Grant Agreement GLO Contract No. 13-050-000-6917 Coastal Management Program (CMP) Cycle 17 for the Upper Oso Watershed at LyondellBasell project.
On November 16, 2012, the Commissioners Court executed a Subrecipient Grant Agreement with the Texas General Land Office for the Coastal Management Program (CMP) Cycle 17 project (Upper Oso Watershed @ LyondellBasell). The project will establish habitat along the perimeter of the wetland, incorporate a public education signage component, and create an educational partnership with the local school district. The wetland will provide drainage benefits by providing detention of stormwater on site and will be designed to use physical and biological treatment mechanisms to remove stormwater pollutants.
On September 18, 2013, the Commissioners Court executed Amendment #1 to the contract. The original grant agreement referenced an award number through the National Oceanic and Atmospheric Administration (NOAA) that was incorrect. Amendment No. 1 corrected the NOAA award number.
Several rain events saturated the work area, causing a delay in the project activities. Due to these delays, an extension to the grant period and work plan revisions was requested. Amendment No. 2 extends the contract end date from March 31, 2014 to June 30, 2014. The work plan was revised to reflect more feasible deliverable due dates.
There is no fiscal impact related to this grant item. The grant award amount from CMP remains at $60,000 with a required $40,000 in-kind County match.
