RECOMMENDATION
Discuss and consider the submission of two Letters of Intent to Submit applications for the FY2015 Single-Year and Multi-Year Discretionary Grant Program of the Texas Indigent Defense Commission.
BACKGROUND
The mission of Texas Indigent Defense Commission (TIDC) is to improve the delivery of indigent defense services through fiscal assistance, accountability and professional support to State, local judicial, county, and municipal officials. The purpose of the TIDC is to promote justice and fairness to all indigent persons accused of criminal conduct, including juvenile respondents, as provided by the laws and constitutions of the United States and Texas.
DISCUSSION
The single-year multi-year discretionary grants provide funding for direct client service programs that represent indigent defendants.  The County is eligible to apply under both programs

The proposed project for the single-year opportunity is for the creation of an Indigent Defense Coordination Office, designed to manage the indigent defense system in Nueces County and improve the delivery of services.  The project would create positions for an indigent defense and pretrial services director, 2 interviewers, and a pretrial release specialist.   Estimated total program cost is $342,600 ($150,550 County cash match; $192,050 grant funds).  County would bear entire cost in subsequent years.

The proposed project for the multi-year opportunity is for a Veterans and Mental Health Defender Program to improve the legal representation provided to indigent defendants who are veterans or current military with mental health issues.  The County will be required under this grant to re-apply for continued funding each grant year. The multi-year discretionary grant fund will pay up to a rate of 80% of total project costs for the first year; 60% for the second year; 40% for the third year; and 20% for the fourth year. Awarded activities are funding yearly on a reimbursement basis.  The estimated cost for the first year would be $250,000 ($50,000 County cash match; $200,000 grant funds).
