Submission of PDM application for Hazel Bazemore Ravine

Discuss and consider authorizing the submission of a grant application to the Texas Division of Emergency Management for the FY 2013 Pre-Disaster Mitigation Grant Program.
The Pre-Disaster Mitigation (PDM) grant program is funded by the Federal Emergency Management Agency (FEMA) and administered by the state of Texas. PDM is designed to assist in the implementation of a sustained pre-disaster natural hazard mitigation program to reduce overall risk to the population and structures from future hazard events, while also reducing reliance on Federal funding from future disasters.
Nueces County would like to apply for these funds to set up concrete bulkheading within a ravine at hazel Bazemore Park susceptible to drastic erosion and possible loss of land and road structure due to an inclement rain event.
The grant application is currently being worked on and is due on September 18, 2013. The Pre-Disaster Mitigation (PDM) grant program may provide federal funds up to 75% of the cost of appropriate hazard mitigation projects. The County must contribute at least 25% using either in-kind or cash match. Total costs are estimated at $350,000 ($262,500 grant funding with $87,500 County match). These amounts are subject to change and will be finalized by September 18th.
