TexFile eFiling for Texas

Receive a presentation from the District Clerk and Information Technology Departments regarding the implementation of the new TexFile eFiling project.
The Supreme Court of Texas has ordered electronic filing for civil cases, in family and probate cases, by attorneys in appellate courts, district courts, statutory county courts, constitutional courts, and statutory probate courts. The Supreme Court in conjunction with the Office of Court Administration (OCA) has approved a contract with Tyler Technologies to design, develop, and implement an electronic filing system for the State of Texas known as TexFile.
The District Clerk has been using Texas.gov for eFiling cases since 2004. Currently there are approximately 10 filings per day which equates to 3,650 filings per year. With the mandatory requirement for filing documents in civil cases, it is expected that 90-percent of the filings will be submitted electronically which will be about 40,000 filings per year.
Counties that are currently eFiling with the existing Texas.gov system will transition to the new TexFile system between September 1, 2013 and February 28, 2014. The Office of Court Administration is working closely with Tyler Technologies to provide training, software updates, and educational materials to counties and attorneys to implement the system with the least impact on resources.
Technology enhancements that will be needed include approximately 26 computers using the Microsoft Windows 7 operating system, four scanners, and expanded network bandwidth to accommodate the expected increase in data traffic due to filings involving civil cases. The Information Technology Department will work with the District Clerk to identify the specific individuals that will be responsible for handling electronically filed cases to determine whether existing computers can be used, or new equipment will be needed.
The new TexFile system will import the electronic documents directly into the Odyssey Case Management System after being accepted by the District Clerk. This essentially creates a paperless filing process that will enhance our ability to manage cases without the need for paper documents, and eliminate the need to store documents for years. The official court documents will be maintained in the Odyssey Case Management System in an electronic format. It is expected that the electronic filing of criminal cases will begin in 2016, which will then complete the implementation of the electronic filing process for courts in Texas.
The Office of Court Administration is prepared to start the project for Nueces County once key personnel are designated, and a kick-off date is scheduled.
