Ratify execution of FY2013 HIDTA Grant Agreement

Ratify the execution of Grant Agreement #G13HN0007A and Grant Conditions from the Office of National Drug Control Policy for the High Intensity Drug Trafficking Area (HIDTA)/Texas Coastal Corridor Initiative.
For the past fifteen years, Nueces County has collaborated with the Drug Enforcement Administration, as well as with other agencies, to target, investigate and prosecute individuals involved in the operation, direction, or financing of high level illegal drugs and large scale money laundering organizations.
Nueces County Sheriff’s HIDTA Grant was approved for a budget of $83,644.00 and was funded at 48% ($40,149) with the following explanation: “Consistent with Public Law 112-175, the Continuing Appropriations Resolution, 2013, this document provides a total budget and spending ceiling as reflected in Block 10 of the Grant Award document, which represents funding at the rate of 48% of the fiscal year 2012 funding level. Accordingly, the sum of all budgets cannot exceed the award amount reflected in Block 10 of the Grant Award document. The Office of National Drug Control Policy acknowledges that the aforementioned funding level is below the stated budget requirements; however, additional funding cannot be made available until enacted through public law.”
The grant award amount totals $40,149 with no match required. The remaining 52% of the grant award may be awarded at a later date. An agreement has been outlined whereby Nueces County will receive reimbursement by the Office of National Drug Control Policy for one secretary salary and benefits and overtime for officers assigned to the task force. Mechanisms have been established to track and request reimbursement through county policies and Auditor’s procedures and recommendations.
