Grant Agreement for 2008 CIAP Packery Channel Project

Discuss and consider execution of a Subrecipient Grant Agreement with the Texas General Land Office for the Habitat Restoration and Conservation at Packery Channel project, as part of the Coastal Impact Assistance Program (CIAP) grant program.
The Coastal Impact Assistance Program (CIAP) is intended to assist coastal states and coastal political subdivisions within those states that have either supported or been impacted in some measure, directly or indirectly, from Outer Continental Shelf (OCS) oil and gas exploration and development activities. CIAP is funded with federal royalties generated from offshore oil and gas leases. The CIAP program was authorized by the Energy Policy Act of 2005.
The goal of the Habitat Restoration and Conservation at Packery Channel project is to restore four acres of native habitat within the Packery Channel Nature Preserve Park. The total amount of the grant award is $550,773 and there is no match required. This project was applied for under the 2008 CIAP competitive grant competition.
Please note: The task milestone dates listed on Attachment A are incorrect since Task 1’s listed due date has already passed. The contract end date will also be amended to September 30, 2014. The Texas General Land Office has been made aware and are in the process of changing to the following:
Task 1 Milestone: Sub grantee agreement with Nueces County (November 30, 2012)
Task 2 Milestone: Selection of engineering contractor (January 30, 2013)
Task 3 Milestone: Complete engineering, design, and bid documents (January 30, 2014)
Task 4 Milestone: Selection of construction contractor (March 30, 2014)
Task 5 Milestone: Construction and final report (September 30, 2014)
