FY 2012 EMPG Grant Award

Discuss and consider execution of Notice of Subrecipient Grant Award with Texas Division of Emergency Management for the FY 2012 Emergency Management Performance Grant (EMPG).
The EMPG program provides federal funding to assist states and local governments in developing and carrying out emergency management programs. States submit annual applications that include a statement of work and proposed budget to DHS and the Federal Emergency Management Agency (FEMA) for funding to match State and local appropriations for emergency management programs. States receive EMPG funding from DHS and, in turn, pass through EMPG funding to local governments to reimburse them for emergency management program expenses. States, including Texas, require local governments which wish to participate in the program to submit EMPG program applications that include a Statement of Work and a program budget.
On January 4, 2012, the Commissioners Court approved the submission of the EMPG grant application. The funding of EMPG funds will help assist and reimburse Nueces County in carrying out preparedness activities. This will enhance the capability to mitigate potential hazards and respond to and recover from emergencies and disasters by using funding for key elements of emergency preparedness, comprehensive emergency planning, emergency training, and exercises.

The total EMPG award is $39,215 and is a 50-50% matching grant. The match for this project will come entirely from the Emergency Management Operational Budget (Department #5105).
