Commissioners Court - Regular
ADA Accessible Sample Ballot
Diana Barrera, County Clerk
Discuss and consider entering into an Agreement with Democracy Live aka Live Ballot Inc., to provide a Web-based accessible sample ballot delivery system (“LiveBallot”).
The Texas Secretary of State’s office notified counties in August, 2012 that a limited amount of Help America Vote Act (HAVA) funds ($25,000) would be available to counties under the Accessibility Section of the HAVA USER AGREEMENT. Counties could apply for funding during the application period of August 1st through 31st.
Nueces County applied for funds in the amount of $24,500. On September 14, 2012, we received notice from Mr. Keith Ingram, Director, SOS Elections Division that Nueces County was awarded the Grant funds.
Democracy Live's LiveBallot is a cloud based ADA accessible, voter specific sample ballot and voting location lookup module. It has been approved by the U.S. Department of Health and Human Services under Section 261 Funding as an accessible, voter specific sample ballot.
Voters with visual, literacy or ESL challenges may navigate the sample ballot using their personal screen readers, toggle switches, sip and puff devices or other accessible devices. There will be no cost to the voter for use of this module and they will be able to access it online at their convenience.
Additionally, LiveBallot allows the user to mark an online sample ballot (watermarked with the words “SAMPLE BALLOT” ) which can be printed out and used for their personal use as a resource when entering a voting booth at a polling site.
LiveBallot also provides the infrastructure for internet voting for Military Overseas voters should that option become available in the State of Texas in the future.
