Resolution for Lyondell Resubmission

Discuss and consider rescinding March 23, 2011 resolution and approving the execution of a resolution authorizing the submission of a grant application to the Texas Parks and Wildlife Department (TPWD) for a Texas Recreation and Parks Accounts Program (TRPA) Outdoor Recreation Grant for LyondellBasell Park.
Texas Parks and Wildlife Department acts as a silent partner in hundreds of communities across the state through its grant, assistance, education, and outreach programs. From the largest metroplex to the smallest rural community these programs help to build new parks, conserve natural resources, preserve historical sites, provide access to water bodies, develop educational programs for youth, and much more.
The Outdoor Recreation Grant Program provides 50% matching grant funds to municipalities, counties, MUDs and other local units of government with a population less than 500,000 to acquire and develop parkland or to renovate existing public recreation areas. Projects must be completed within three years of approval. Award notifications occur 6 months after the deadlines.
Commissioner Mike Pusley, Precinct 1, has been working with the Community Services and Inland Parks on the expansion and recreational improvements of Lyondell Park located on Haven Drive in Annaville. The purpose the proposed project at Lyondell Park is to create premier opportunities for outdoor recreation and educational outreach. The proposed project improvements include, but not limited to, multipurpose fields complete with scoreboards and fencing, children’s playground, a walking trail, a nature park, workout stations, volleyball court, and a barbecue area with picnic tables.
This project has been previously submitted as a grant application on July 30, 2010. Unfortunately, the application did not receive funding. The County has met with Parks and Wildlife officials who provided information on how the County can improve its application. A resolution for this grant was executed on March 23, 2011; however, an updated resolution is required for the new grant application. The grant application is due on August 1, 2012.
This program provides 50/50 matching grants based on a reimbursement process. The maximum amount an entity is able to apply for is $100,000 for a total project of $200,000.
