RECOMMENDATION
Discuss and consider approval of a Dune Protection Permit for the City of Corpus Christi, to resurface and reconstruct Newport Pass Road inside the existing footprint to facilitate improved beach access by the City of Corpus Christi (DPP #0219-01p). The project includes water lines for showers and restrooms on the shoulder inside the existing footprint.
BACKGROUND
The applicant, City of Corpus Christi, proposes to repave the existing road with a shoulder for better access to the public beach, including water lines for restrooms and showers.
DISCUSSION
A Dune Protection Permit application was received in March 2019, proposing construction in conformance of all applicable rules under the Nueces County Beach Management Plan, the Texas General Land Office (GLO) Rules, and conditions imposed by the Beach Management Advisory Committee (BMAC) and the GLO.  Nueces County BMAC recommended issuance of a permit under their memorandum dated February 21, 2019 to Judge Canales. All construction will take place inside the existing construction footprint without adverse impact to critical dunes and was recommended for approval by the BMAC in their February 20, 2019 meeting with the condition the applicant not start construction without first obtaining a City of Corpus Christi Construction Certificate. subsequently the GLO in response to Judge Canales request for permit issuance concurrence in her letter dated March 4, 2019, sent their response letter dated March 21, 2019 indicating they had no objections to issuance of a permit.

A Public Works review shows the proposed activity is consistent with the requirements of the Nueces County and the City of Corpus Christi. Appropriate mitigation plan and applicable fees will be collected if any mitigation is required due to construction impacts outside the permitted footprint, by the Department of Public Works.
